What is the Road Safety Champion Program?

Road safety champion program The Road Safety Champion Program (RSCP) is a nationally recognized certification program that equips professionals with safety-focused skills for managing, maintaining, and designing local roads. The Program focuses on reducing serious injuries and fatalities by building a workforce skilled in road safety. It includes seven main courses and two specialized paths, open to Texas city and county employees. The program will be offered virtually through live sessions and interactive assignments, combining independent online work with hands-on, collaborative exercises.

To complete the program, participants must finish all seven core modules to gain essential road safety knowledge. After completing the main modules, participants must chose and complete one of the two pathways: a) Planning and Engineering, or b) Maintenance and Construction.

Classes are open to Texas City and County employees, even if you're not pursuing full certification.

Important Notice: Please be advised that while the majority of RSCP classes are offered in these sessions, some mandatory classes required to complete the RSCP certification are not included in this series. These classes are provided by TxLTAP and are available in person.

Additionally, any RSCP classes previously completed by participants remain valid for up to 4 years from the date they were taken. Participants will need to verify any previously completed classes with us upon registration to ensure they meet the certification requirements.

In-person or other courses needed to earn RSCP Certification are as follows -

Maintenance & Construction:
  • Basic Work Zone Safety - TxLTAP - in person
  • Traffic Incident Management - Available through NHI online
  • Work Zone Construction Site Safety (OSHA 10) - TxLTAP - Virtual
  • Flagger Certification - TxLTAP - in person
